After having saved the downloaded addon folder to your desktop, you should now have an icon of stacked books labeled with the addons name. Double click on that icon the Winrar window will open up highlight every folder related to the addon click on the 'Extract to' button located at the top of the Winrar window locate the directory where the addon will be installed, which should be inside of the World of WarcraftInterfaceAddOns folder. When you say they're not showing up in the game, do you mean that they're not on the Addons button in the character select screen, or that they aren't there when you try to log in? If they're not updated to the latest patch, you'll need to open up the Addons menu from character selection and check 'Load out of date addons'. If they aren't on that list, or the Addons button doesn't show up, I would check your install path.
